Tororo: A Bench-marking Center on De-Institutionalization of Children Care to Family and Community based Care

The Ministry of Gender Labor and Social Development has chosen Tororo as the best district in transitioning from Institutional care of Children to Family and Community Based Care.

According to the Commissioner Youth and Children Affairs Fred Ngabirano, Tororo was chosen because it has strong children protection systems.

“Tororo has been successful in building these strong systems because of having a functional District Alternative Care Panel as well as District and Sub-County wellbeing committees with support from implementing partners,” Ngabirano said.

He also revealed that the Ministry of Gender Labor and Social Development is developing a national social care framework to address the child care funding.

Ngabirano then asked the district officials to include interventions for children in the district work plans.

According to the Tororo Deputy RDC Amula Albert, the district was chosen when Tororo District Local Government hosted Mpigi District Local Government Political leadership, the technical team, RDC Mpigi and the Commissioner Youth and Children Affairs from Ministry of Gender Labor and Social Development on 6th July 2022 at the District Council Chambers.

The District Vice Chairperson of Tororo Hon. Akumu Rebecca revealed that the district leadership is going to cooperate with other districts and urged parents to impact good morals in children to reduce on the effect of children falling out of families.
