On November 30, 2022, the IGAD Council of Ministers from Member States who were attending the 48th session of the Ordinary Council of Ministers’ Meeting in Khartoum, Sudan, were received at the Sudan’s Presidential Palace by the Chairman of the Transitional Sovereign Council of Sudan, Gen.Abdel Fattah Abdelrahman al-Burhan.

The delegation of ministers was led by Dr. Workneh Gebyebu, the Executive Secretary of the Intergovernmental Authority on Development (IGAD), and Uganda was represented by H.E. Dr. Rashid Yahya Ssemuddu, the Uganda’s Ambassador to Khartoum, Sudan who represented the Minister of Foreign Affairs of the Republic of Uganda at the 48th session of the Ordinary Council of Ministers' Meetings.

In his meeting with the Council of Ministers, which included representatives from Uganda, Eritrea, Somalia, South Sudan, Kenya, Djbouti, and Ethiopia, Gen. Burhan thanked his guests for the role of their respective countries in supporting Sudan in its efforts to resolve security and political challenges in the country and to overcome the unfair sanctions that were put on Sudan.

President Burhan blamed the Africa Union (AU) for putting sanctions on Sudan without even bothering to send a fact-finding commission to explain what they called a military coup, yet it was just a leadership disagreement that required political reorganization during the transition period.

He called for support to lift all sanctions on Sudan, and gave assurances that the stakeholders have reached an agreement and that he would wish that the delegations don’t leave Sudan until Saturday or Sunday to witness the signing of the agreement that will lead to the formation of the transitional government, which shall organize the general elections that the president promised.

Gen. Burhan, who was in a jovial mood, assured the Council of Ministers that soon the whole world would witness his commitment to the stability of his country, Sudan.

Ambassador Dr. Ssemuddu, who represented Uganda’s Minister of Foreign Affairs, delivered a message from His Excellency President Yoweri Kaguta Museveni, who is committed to peace, stability, and progress in the Sudan.

He said H.E. The President wishes Gen. Burhan success in his endeavor to stabilize his country and encourages him to promote unity while discouraging the politics of identity and sectarianism. That he stands with the people of Sudan with unwavering support and commitment to work together in ensuring all sanctions are lifted against Sudan and any other member state, as together, we further the fight to combat terrorism, human trafficking, and arms smuggling and build successful and unconventional economic partnerships.
